My front end brakes are locking up. I have replaced the master cylinder. What should I try next? ;Is there a proportional valve that I do not see? The hydraulic lines seam to go from the master cylinder to each wheel without a prop. valve. Could it be in the volume booster? Help.

Could be a caliper piston binding in its bore or a brake hose collasped inside acting as a one way check valve not returning the fluid back to the master cylinder.
