1995 Other Nissan Models nissan quest heater malfunction

The Nissan has to be driven at least 15 miles before the heater or defroster will work. It intermittently will blow cold air. When restarting even within a few minutes it will blow cold air for several miles. Where do I start checking? How many different things could cause these problems?
