Maxim AC/Heater blower

I hava a 1998 Nissan Maxima. The AC/Heater blower only works on high. When on lower settings, the cool or hot air seeps out, but the fan does not blow. All fuses look good. I am assuming it is the switch. How do I access the switch?

Find the blower resistor pack and change it. and again it might be the blower motor itself. Try hot wiring it,if it comes on-change the resistor.
