Emission Code P0021 comes up. Says it is a Camshaft Position Timing Over-Advanced or System Performance Bank 2. What is this? In the past I have been told it needs a new Cam Sensor and another time it was a Catalytic Convertor. What is it and how much should it cost to fix?

Check your oil level. The Maxima timing depends on the oil pressure/level, and it seemed that your engine oil level is low.
