my fuel pump does not make a noise when i start my car and it is not running good, Is my pump bad and where is the fuel pump relay?

fuel pump relay is behind the left kick panel. if the engine is starting than pump is working but maybe weak and starting to fail, or fuel filter may be clogged causing the issue.
