The passenger wiper works but the drivers wiper only works once in a while. Is this the windshield wiper motor or the wiper motor transmission?

Neither. You need to open the cover at the bottom of the wiper arm, loosen the nut, re-position the wiper arm, and tighten the nut. Put the cover back on, and test.
