1990 Maxima - Starter?

My best friend has a 1990 Maxima, 140,000 miles, when he goes to start it, it doesnt. Period. The lights and dashboard turn on, then everything turns off. The car doesn't even start. He had a new alternator put in around 3 months ago, and it's got a brand new battery. He obviously can't drive it, I think it may be the starter, he thinks the electrical system. Can anyone help?

Check all the fusible links in the engine compartment-those square looking one with a see thru window.colors-green,red,yellow,/pnik.
