When I set my parking brake my car still rolls

Hello,
When I set my parking brake my car still rolls. The handle goes up about 7 clicks and it does engage somewhat but not completely. Any suggestions?

You may be able to just adjust them but if you need to replace them here is a guide that will help with this:
