I have had a problem with the wipers ever since I bought this car. My wipers stay in the upper position all the time. They do work but on the low setting instead of the wipers stoping when down it stops pointing up. when I turn the car off I push the wipers down then when I turn it on they pop right back up. I changed the wiper motor and it's still doing the same thing. I even changed the blades and still nothing. What should I do nothing seems to fix it.

I think the wiper motor has been replaced. If so, then either the wipers were in the upright position when the new motor was put in, or the motor itself is of the wrong type or has a defective park position.

To fix the wipers, remove and disconnect the wiring connectors to the wiper. It is also a good idea to disconnect the battery terminal connections as well at the same time.

Disconnect the motor from the wiper linkage, or transmission rods. Move the wipers to the proper (down) parked position. Reattach the motor to the transmission rod. Reinstall the motor to the firewall. Connect the wiring to the wiper motor. Connect the battery terminals. Test and verify by running the wipers.

Rarely, the connector to the wiper motor itself is bad. Check the connector for proper wiring (i.e., wires not switched, connector not modified or not factory wiring) and check for visible rusting or corrosion.

Your problem is where the wipers are stopping when you turn them off. That is the park, or rest, position.
