1996 Nissan Altima Starter won't engage

I have plenty of power from the battery but the starter doesn't even try to engage. Is my starter bad or is it soimething with the clutch? I tried the clutch and it does engage, but I was told about some safety switch that might be bad. What should I check and how do I check it?

Check clutch pedal position switch its mounted on bracket above clutch pedal
you can bypass the switch to check starter
just make sure you have the E.brake on and its in neutral
