1988 Nissan 300ZX charging system

I put a rebuilt nissan altenator on from "all parts" a distributor. My voltage gage stay's at 12 volts, But when i turn anything on it drop's. I also installed a new battery. I did the "no no" and unhooked the battery while it was running and the gage showed 15 volts. I also tested theis with my fluke. If i leave the battery unhooked and turn on the headlights or the air conditioner the voltage drop's and the car wants to die. The only time it show's positive charge is when it is running with nothing turned on. Should the altenator be able to handle the car running with everything on?

Get the alternator load tested with a VAT machine to find out if its producing the correct output.
