1984 Nissan 300ZX turn signals

my turn signals dont blink. they make a buzzing sound when i try to use them( both sides) i have replaced the electronic flasher, checked the bulbs and fuses they are fine. I cant find the silver round 2 prong flasher that is suppose to be just above the steering column. could you tell me exactly where above the steering column please or what the problem is. thank you
