Nissa Pathfinder 1995, wont pass DEQ emissions

I have a 95 pathfinder which wont pass DEQ emissions test in Oregon. The HydroCarbon reading was 257 at idle and
326 at second idle after they revved the engine. The Hydrocarbon reading needs to be 220 or below to pass. The Carbon Monoxide level was 1.9533 at idle and 2.7452 after they revved the engine. The Carbon Monoxide level needs to be 1.0 or below. I hear and exhaust leak when the engine is revved, could that be a factor in its failure. Do you have any suggestions on what I can do to get this to pass? cheapest solution preferred.

first change your oil and oil filter then change air filter. Then drive on exspressway for about 15-20 miles and then get tested.
