New O2 sensor not giving any OBD II reading

I plugged in my OBD II reader and got a P0420 code. I then got the car up to temperature and revved it to 2000 RPM and I was able to see the downstream O2 senseor but the upstream O2 sensor didn't show any reading at all.

So, I replaced the upstream O2 sensor but I still get no reading from my OBD II reader. What else could the problem be? What should I check next?

I also used my temperature gun to get temp. readings before and after the two catalytic converters and both of them shows higher temperatures at the output than at the input. So, it appears they are functioning.

check for a poor connection or a short in wiring. check at pcm as well as O2 sensor. However a 430 code is a bad converter.
