New ECU reprogramming

If I buy a new or re-manufactured ECU can I reprogram it myself or does It have to go to dealer? Parts supplier said there is a procedure in repair manual, but I cannot find one. If so what steps do I follow?

It does not look like it requires any programming since fault trace for ECM indicates you can swap to another known good vehicle for testing. They may need to write the VIN number to it which would require a scan tool to complete that function. Attached image below for fault tracing ECM.
