I do not know what testing you have done? If good voltage and ground to starter motor, it should crank the engine, unless something going on with starter motor or engine. You should be able to bypass neutral switch to see if starter will crank the engine? The starter solenoid should be located on fender lining under the hood, hopefully on the same side as battery and starter motor. Use two screwdrivers, touch the large terminals on both sides of solenoid, let the shanks of the screwdrivers touch, the starter motor should crank, if everything okay. If you try that, make sure transmision is in park or neutral and functional parking brake is set. Safety is your responsibility. If the key is in the on position when you try this, it may start. On position is where the dash lights come on.
My information on neutral switch says to remove shifter and console to get at it. My wiring information on this model year is not very good, sorry.
