Good afternoon,

The power goes from the ignition switch to the neutral safety switch and then to the starter solenoid S terminal.

It should be a purple wire at the solenoid that should have power in the start position only.

It is located at the bottom of the steering column. I attached a picture for you.

Yes it will. It should only allow the starter to operate in Park and Neutral. If it goes bad it can do two things, fail where it only works in one or the other or fail completely and not let the starter operate at all. It is locate down on the steering column and has the neutral switch and reverse light switch in it. Replacement is to disconnect the battery negative. Then go to the switch and remove the wiring connectors. Next there are two screws that hold the switch in place. Remove them. Remove the switch. If yours has the retainer strap on it keep that to install on the replacement switch. Now block the tires and shift the transmission into neutral. Install the new switch and use a .0980 pin or #40 drill bit as a pin to position the switch at neutral for installation. Tighten the screws, remove the pin drill. Now shift into park. Shift back into neutral and test to see if a .080 drill (#47 drill bit is close) will insert into the test hole. Connect the wiring, Connect the battery. Now test to see if the engine only starts in neutral and park.
