Hi Rob here. The absolute very first thing I would check is to make sure the battery has 12 V on an extreme load. Check it with your meter while someone tries to crank it over with the headlights on and blower motor, etc. I would then make sure the battery and terminals and grounds are secure and there’s no damage there as well as that can affect the starting circuit. Also make sure if you have power and ground going to the starter. If you do have power and ground that starter is seized and will need to be replaced. Another thing you can try is to see if it does start a neutral then yes, the neutral safety, which can be the issue. If it does not, you need to check the other items I stated and lastly, the engine could’ve seized. You can try turning the crankshaft with a socket and ratchet by hand to rule that out. These would be the first steps I would take to get this thing started.

Transmission range sensor is built into the floor shifter assembly, it is not serviced separately, the floor shifter has to be replaced if the sensor is bad. I attached the link.
If you feel this helped, I’m not against a tip thanks again.

Still no lights on the dash if fuses are good and no wire damage as well it may be a PCM issue. At this point I would scan for codes as well. But recheck all fuses and wiring.

No communication that’s telling you that PCM is shorted out internally if there’s no wire or fuse damage.
