Instrument cluster and heater are not working?

The car is not displaying any light on the dash nothing is working on the dash (speed/temp hand/gas hand/mileage/etc.,) also heater is no longer working. We took to a mechanic who did the following: tried replacing the speedometer, checked for blown fuses, tested alternator and battery those were good. So, we need someone else's input on where to go from here. Thank you for any and all help.

Hi,

I need you to check a few things for me. First, although the fuses are good, we need to confirm there is power to them.

I attached the wiring schematic below for the cluster. I highlighted the fuses that are located in the instrument panel fuse box.

Let me know what you find. Note that the cluster fuse should have power at all times. On the other hand, the BCM CLU fuse will only have power with the key turned on to the run position. The engine doesn't need to be running.

Hi,

Have you checked to make sure power is getting to the instrument cluster? If it is, there are two grounds. One of them will be solid black in color and the other is black with a white chaser. Check to see if you have continuity to ground.

If you have power and ground and nothing works, I would say the cluster is faulty.
