it keeps blowing the #9 fuse even with fuel pump unplugged?

Fuel pump went out and I changed the fuel pump but now it keeps blowing the #9 fuse even with fuel pump unplugged.

Depending on which Stratus you have, that could be different circuits. Is it the 2-door coupe with the 2.4 engine or is it the 4-door sedan with the 2.4 engine? They are actually entirely different vehicles. The sedan is actually a Chrysler product while the coupe is a Mitsubishi Eclipse based vehicle. On the sedan fuse 9 is the transmission control module. On the coupe fuse 9 powers a lot of circuits. However, neither one uses fuse 9 for the fuel pump. Please clarify the vehicle and we will try to help.

It is the 2 door, do you happen to know where the transmission control module is located at? And thank you so much for the help.

Okay, being the coupe it has a lot of circuits on fuse 9. It powers all of the injectors as well as most of the sensors as well. Attached is the wiring diagram, the highlighted wires are fed from fuse 9. As such any of them could be grounded and cause the problem. However, as you just replaced the fuel pump, I would look at the wiring harness to the EVAP vent solenoid that is on the tank. It's possible it got pinched and grounded by accident. That would cause it to blow. What you can do to find it is to take a 12-volt test light or even a headlight or similar and connect that in place of the fuse. Then go and move the harness and see if the light goes out. When the light is out the short is gone.
