mystery missing part?

I was under the rear of my truck this evening and noticed something. On both the right and left side, there is a rusty metal piece hanging down that appears to be broken. I assume they used to connect together by something, but what? I have no idea what this is. The left side is solid, but the passenger side connects to a rubber hanger kind of like an exhaust pipe would connect to. I don't know if maybe at one point, before I bought the truck if it had dual exhaust? Just want to make sure nothing important is missing. Haven't heard anything fall off.
