First I would check the cabin air filter for restriction. If this filter is not restricted. I would suspect one of the doors that controls the temperature. For example if the temperature blend door is open half way (or broken preventing the stepper motor that controls the door from moving the door) it's not going to blow very cold or very hot because both hot and cold temperatures are mixing.
Have the climate control module scanned for fault codes. This will give you a starting point if there is a malfunction detected within the climate control.
