how do you get them to unlock?

is ABS working?

if the one side is locking then the other side is not working or there is some type of fluid like oil/brake fluid on rotor causing it. see if this helps , if it is frozen open bleeder screw it may have a bad brake hose as well.

just because it did not do it before does not mean a part cannot go bad especially with a vehicle that is more than 20 years old. I still suggest you do the test that have suggested in the previous replies.

the most common cause of break lock is a restricted rubber brake hose. the restriction occurs because the little guide bracket that keeps hose from wandering rusts on the inside surface and squeezes hose shut. you can just pry it open some and relieve the blockage.

Also if the brake caliper hose is twisted when the caliper was installed it can cause the brake to lock, ask me how I know lol
