fuel injector pulse

1999 mitsubishi eclipse gsx

the car has set in my garage covered for four years....the engine was in parts.....long story.....anyway i purchased a used engine (long block) and installed the engine......i checked for anysigns of mice (frayed wires etc) before i started. i put in a new crank sensor and plate...a new fuel pump and filter.....new ecm.....and last a new fuel injector resistor ( the one between the ecm and the fuel injectors) i have pulse to 1 & 2 but not 3 & 4. i am getting 6.99 volts to all four fuel injectors....im not sure but i think i am supposed to have more volts than that....but at this point i am at a loss as to why i am not getting pulse to injectors 3 & 4.....any help would be greatly appreciated

According to my software you should have 11- 14 volts at the injectors. All th pulse triger comes from the PCM, check again for damaged wiring and do a ohms test from the PCM to injectors

i thought i was supposed to have something around 12 volts but from what i understand that is at normal running temp......so am i supposed to have 11-14 volts cold and without the engine running.....also why would two be pulsing and the other two not....i am checking the wiring again....i have ele schematics that give me snap shots but not a flod out that so that i can trace the wires all the way back....plus does mitsubishi have continuous wire colors complete through the individual circuits.
what is the pcm......is that the same as the ecm (engine controle module)
mitsubishi tells me they do not have any wiring schematics for a car this old......is there some place i might go to get a complete engine wiring schematic.
