Mitsubishi recommends using MUT-II and some generic scanners are not cmpatible so that could be the reason the rom gauge is going haywire.

The standard used is not listed in our database so I am not able to tell you what it is.

As to the battery and other indicators showing, it could be a fault with the charging system. Get the alternator tested to see if it is working correctly.

i tested the alternator and it gave me 13.9 on the multimeter is there any chance that the ECU can be damaged if so how can i find out

If it is an ECU problem, the Checjk Engine Light would show and you would have performance issues such as lack of power, difficult or non starting.

For ECU testing you would need to have the appropriate scanner that can read all the operating specifications when the engine is running.

Most manufacturers recommends substituting with a good known ECU if you are not able to diagnose any faults with the sensors etc.

The charging voltage is correct but if the charge indicator light is showing, it could be a faulty rectifier in the alternator.

Did you check is any of the fuses are blown?

yea all of the fuses are good the scan tool that i have says it works with all 96 a newer cars

There are different standards for OBD-II and most generic scanners are not applicable for all models. My scanner is not able to access Mitsubishi vehicles.

You can try getting a free scan done at Autozone and see if they are able to communicate with the Data Link Connector.

i will do that but does the check engine light have to be on for it to show an error?

No, some errors do not trigger the CEL.
