1990 Mitsubishi Galant 4 cyl Front Wheel Drive Automatic

It is in 3rd gear always.
Where do I start diagnosing the problem, what might cause this?

i would be thinking that you may have a stuck shift valve or an internal pressure leak in the valve body holding the trans in 3rd,
