would installing a misting system by a cold air intake increase hp?

Can you tell us exactly what you are thinking of doing?
There are chillers that can be used on an intercooler of a turbo charged vehicle to create condensed/cool air into the engine to provide better performance. But misting system on to the intake won't help, it will actually get moisture enter the intake and that can cause the engine to run poorly.
