Your description is textbook for a failed canister purge solenoid valve. Normally it only opens partly and when the engine is warmed up and running and can correct the fuel mix as it gets richer when the valve opens. It applies vacuum to the charcoal canister to draw off the fuel vapors. If it sticks open and you fill the gas tank all of that fuel vapor goes through the system and into the engine. When you try to start it up it has such a rich mix it act's like an old carburetor engine that has been flooded or has the choke stuck on.
On the trucks it's under the battery box and clips onto a bracket. There are two hoses and an electrical connector. It's a plug and play part, hardest thing is getting to it. It pulls up to come off the bracket, remove the electrical connector and the hoses, replace with new part and slide it back onto the bracket. The part is around $20.00 at most parts store, might take fifteen minutes to install.
