radiator drain kock seal?

I have a 95 mercury villager van
3.0 146k

radiator leaking coolant out of drain plug. the plastic bolt (drainkock) was loose enough to finger turn so i tightened it and the leak appeared to stop. 1 drop every 10 secs or so. i didnt know if it was completely closed so i used a socket to tighten it and of course it snapped. i removed the rest of the bolt and drained the radiator and ordered the replacement drainkock but i didnt notice any washer or sealer on the part i removed or the part i ordered.

my question is, is there a washer inside that might have failed causing the leak or is the bolt just close the drain by itself?. the repair manual does not cover this nor does the auto store know what im talking about. Should i purchase a washer for this or tephlon tape to wrap the threads of the new bolt, and should i buy a plastic plug cap for the drain itslef?

use teflon tape, the old one could be leaking do to debris or build up in the petcock.
