does this part go bad and if so how critical is to drive if you have a bad one

HI there,

All mechanical parts on the car will wear out sooner or later, if the steering rack end is worn, you will get shimmy in the steering, wandering, and if let to develop further it can and will eventually fail, which will cause the steering to fail completely, if it is faulty get it fixed.

now is it a left inner tie rod or the left inner tie rod end and whats the cost new and also used and i appreciate your help

Hi there a tie rod end should cost in the order of around $60.00 never use a second hand steering item as you don't know the history of it, it may have been stressed in a smash and it may fail with out warning, also you will need an alignment check as well.
