1997 Mercury Villager 6 cyl Two Wheel Drive Automatic 140K miles

When I turn ignition switch, there is no dash lights, headlights won't come on, interior lights not on, etc.... Just like a dead car. Have been having trouble the past few weeks with this problem and it has went from intermittent to no power at all.
Have been told that my ignition assy has gone bad. Took the plastic off last night to remove unit but hit an obstacle when I saw a collar that holds the unit to the steering column . Looks like there are some tamper-proof bolts or pins that have to be removed to get this unit off. How do you get these bolts out? Thanks for any help.

Take a hacksaw cut slot use scderdriver to remove if this fails drill head out.
