1997 Mercury Villager Car won't start

I drove my car out to a trailhead with no problem. When I returned it would not start. It was about 20 degrees out, windy, but sunny. No noise was made when I turned the key. The lights would work, the radio worked, and the windows went up and down without a problem. I still tried a jump start, but it made no difference. What do you think is the problem?

try to starter by placing the shifter in neutral
or check the starter .
you may need a starter
