1998 Mercury Tracer My car won't start

My car started with a jump but when I was driving it home the lights were on and I went to use my turn signal, the lights dimmed way down like the car was going to die (this is after the jump). I have let the car sit and now when I try to start the car its makes 2 starting noises and then nothing. I tested the battery using a digital multimeter and the results are as listed: Just the battery itself was 12.34volts. Then I tested the battery with the key in the on position and it was 9.74volts. Next I tested it with the key in the on position and the head lights on and it was 8.9volts. And last I tested the battery with just the lights on and the car off, it was 9.65 and slowly dropped to 9.31 volts. I checked the fuses under the hood and the spark plugs. My car still won't start. I'm stuck any suggestions? I recently replaced the fuel pump, filter, oil pump, oil, and filter, the timing belt and the air filter. Please help, all suggestions are welcome and appreciated. 12.34 volts s too low-charge the battery up to 12.5 and load test it-if it doesn't hold up 9.6 volts in 10secs replace it-
