1992 MERCURY TOPAZ 11.9 VOLTS @ COIL BUT NO FIRE AT THE PLUGS ??? IM CONFUSED !!!! ANYTHING WOULD BE A BIG HELP. THANKS

Inspect and test the coil,distributor pick-up,ignition control module, if it has also the CPS/CMP sensors
Do this disconnect the coil wire at the distributor ground it to the engine while cranking it over -do you have spark-if not continue to troubleshoot the above components. Got spark investigate the rotor and cap it has to make it out there to get to the plugs.
