1993 Mercury Topaz 4 cyl Front Wheel Drive Automatic

the engine runs but the belt won`t turn and pulleys don`t turn. what could the problem be?

If the engine is turning and pulley/belt is not-sounds like its slipping check the belt tensioner

nope. that`s not the problem. crankshaft pulley isn`t turning either. if that`s not turning then there is a problem with the crankshaft. so what could it be?

Your engine is seized-up could be due to coolant in the cylinders or a main bearing is welded on
