Oil Stick Tube broken at block

How do you remove the lower portion of the oil stick tube where it has broken at the block. The tube is flared where it enters the block so the broken part is the part in and at the block and the part that remains in the oil pan. The car is a 93 Mercury Sable. As the oil pan is a pain to remove, I am looking for suggestions on removing the broken tube from the exterior of the engine without having to drop the oil pan. Any suggestion would be appreciated. Thank you

i have a blunt small chisel i use to tap them out very easy
