2001 Mercury Sable Water Temp

When I am stopped my water temps raises, I hear the fan kick on but it goes close to the over heating mark but does not overheat. When I move or just rev up the engine it cools down to normal.

My heat also comes and goes, it will be hot for a few mintues, and then cools down for a few.\
