There is no secret magic answer to this. It depends where the cable broke. If it broke at the lever end, then the cable can be accessed somewhere in the middle, usually around the headlight and cut open to pull on the core. If it broke off at the latch, then your going to have to find a way to reach that lever at the latch. That can be very difficult sometimes. Some cars can be accessed from below, some through the grill and some not at all.
