Mercury Cougar question

I have a 1990 Mercury Cougar. I can not get it to shift out of park. If I push on the brake and try that several times while continously messing with the gear shift I can get it to shift, but it is acting up a lot more frequently now. Any suggestions would greatly be appreciated.

On the brake pedal there is a shift lock switch, try Testing it. May be out of adjustment, or NG!
