2002 Mercury Cougar Car Stutters when stopped or when ideli

Recently my check engine light came on and stated that I needed a EGR valve replaced after reading another post the mechanic stated that 99% of the time that it is the sensor that needs replaced and not the valve.

Would a bad sensor make my car stutter while stopped. Please advise.
