1999 Mercury Cougar My car overheats when it is parked or i

I noticed the other day after I bought a 1999 mercury cougar that it was over heating while i was sitting in the parking lot waiting for my girlfriend at the bank. When I am driving at a steady speed or on the free way it does not over heat, so I am pretty sure it is because the engine fans are not coming on. I then noticed that I never saw or heard them come on, so I came to the conclusion that either the fan motor is out, or a fuse or relay has burned out. I do not have a manual for the car and I have searched the internet and alldata for the location of the relay and fuse and I have found nothing. I need help finding where the fuse or relay is and what the number is for it. What would you recommend that I check first? Im really eager to get these fans running. Thanks for your time and help.

turn your A/C on high. do fan(s) come on now?

I will try it here in a minute, but the car doesnt have ac, the guy before me cut part of the ac lines so it doesnt hold the coolant anymore, would this make a difference. I will let you know if the fans come on here in a minute.

doesn't matter. this will determine if the fan motor is OK or not.
