1999 Mercury Cougar How to change front rotors

Not bolted, I have a 99 with one stuck and one non, the "bolt" in the middle holds the wheel bearing.

Hi there.

I just change rear rotors without any problems but are now having some issues with my front rotor's.

Are these possible bolted on? I removed wheel, caliber easily but the rotor's are stuck. By eye it seems like the are bolted by the one large center bolt but the new rotors I got are not ment to be bolted on.
