need to know reason for stiff brake pedal , requires excessive pressure as if no power assist

Shut the car off and pump the brake pedal a couple of times. Now hold pressure on the brake pedal while you start the car. If the pedal drops at least an inch when the car starts, then the assist is working, if it doesn't then it is not working.
