OK so how tight are the belts? Do they have a lot of movement when you push down on the power steering belt or the A/C belt? Here is a pic so you can see which belts I am refuring to.

Well either the a/c belt is not tight enough or there is rubber on the pulley's and that is making the noise or the a/c compressor is locking up.
So get a spray bottle of water and as it runs with the a/c on spray the a/c belt and see if the noise stops. If it does then the a/c belt has been glazed or is not tight enough or there is lots of rubber on the pulley. Also check to see if the a/c compressor stops turning when you turn the a/c on if that happens the the a/c compressor is no good and needs to be replaced with the reciever dryer. Let me know what you find.
