1991 Mercury Capri fuel pump not getting power

1991 Mercury Capri 4 cyl Front Wheel Drive Manual

i had a different engine installed. it will run as long as you feed it fuel . checked fuse under hood it's ok no power going to fuel pump as far as i can tell. what should i try next thanks for any input.

changed the fuel relay and fuel pump . spark at the plugs is orange . i do have fuel at the filter going into the rail but nothing on the plugs . the guy that installed the motor changed all injecters. could it be the ecm? thanks
