EC Switch on AC panel

I have C200 1998 model milage 14450kms. I have a EC switch on the AC control panel. I am not well familiar how it works?. When this is to be switched on/off. I am presemtly in UAE where most of the time wheather is very hot.

Please someone explain it to me it fuction.
