my wiper will not move make noise if pull up with hand id will go back but will not keep working

You will want to check if your wiper fuse is blown. Also check the relay for operation by switching the wiper relay with one of the same relays from another component, like the horn. If it is in good order then you more than likely have a failed wiper motor.
