arcing plugs

I have a 1982 Mazda Rx7 (rotary).Engine has loss of power. TwiceI have replaced the spark plugs(ngk(x4) ),& plug wires.
The spark plugs are sparking or arcing at engine block where they screw in. Why would it do this & how do I repair this problem?

most of the time they give you a delectric grease which can help keep it from arching across try that, also check and make sure when placing the fire wires that you feel or hear that clicking sound thats to let you know that the fire wire has good connection to the plug.
