1993 Mazda MX3 4 cyl Manual

Hi I have a '93 Mazda MX-3 in which the horn is inop. I checked the fuse, good, and I hear a clicking in both the relay and the button when pressed. Can it still be either/or? How do I test each component?

Need to test the horn itself. Supply power to the horn manually with a power wire. If horn does not sound then suspect faulty horn. If horn does sound then first try swapping out the relay with a known good relay.
