1991 Mazda MPV Car wont turn over.

ok so, i changed the head gasket on my friends MPV van. all the connections are connected. all the grounds are grounded but for some reason it wont turn over. i think its the ignition relay but im not sure. is there any other reason why it wont turn over. i checked all the fuses and they are all fine. im lost one this one and need help please.

First of all thank you so much for your donation.I emailed you a wire diagram for your starter look's like a pretty easy circuit.Print up the diagram also do you have a test light or a multimeter?So we can trace power?Have you tested for constant power at the starter black and red wire and when you turn the key to the start position power at the S terminal of the starter solenoid black and red wire?
